Hot Topics – Federal Funding/Shutdown
1. What Happened
- At midnight on October 1, 2025, the federal government entered a shutdown because Congress did not pass new funding legislation before the September 30 deadline.
- This happens when lawmakers cannot agree on how to fund government agencies.
- During a shutdown, “non-essential” federal employees are furloughed (temporarily sent home without pay), and some government services pause until new funding is approved.
2. A Short History of Shutdowns
- Shutdowns are not new — there have been over 20 shutdowns since the 1970s.
- Most have been short (lasting just a few days).
- The longest shutdown in history was in 2018–2019, lasting 35 days.
- In almost every case, back pay has been provided to furloughed federal workers once the shutdown ends.
3. What to Expect This Time
- Both parties are currently blaming each other and digging in over disagreements tied to the “One Big Beautiful Bill” passed earlier this year.
- Analysts suggest this shutdown could last a few days to a few weeks.
- Best case: A deal or short-term funding bill (called a Continuing Resolution) is passed in the next week.
- Middle case (most likely): The shutdown lasts 1–3 weeks, until political and public pressure forces a compromise.
- Worst case: A standoff lasting 4–6 weeks or longer, though this is less likely given the political and financial risks.
4. What This Means for ACS Clients and Families
- Medicaid & HCBS services: Will continue. Our day programs, supported living, and supported employment services are not interrupted.
- Food assistance (SNAP/EBT): Benefits will continue in the short term. Delays could occur if the shutdown lasts beyond a month.
- Housing assistance (Section 8/HUD): Rent support continues for now, but new vouchers or moves may be delayed if the shutdown is prolonged.
- Other impacts: Social Security and SSI payments continue, though local offices may have reduced staff. Federal agencies like parks, museums, and passport offices may close or reduce services.
5. Our Commitment
ACS will:
- Continue providing all client services without interruption.
- Monitor federal and state updates closely.
- Keep families and staff informed of any changes that affect Medicaid, food, or housing supports.
We know shutdowns can cause stress and uncertainty. Please reach out to your ACS program supervisor if you have questions or concerns about services or benefits.

Mogensen said, when you work efficiently, you are “working smarter, not harder.” By collaborating to enhance documentation and create more meaningful interactions with clients, we can improve the quality of our work and reduce the feeling of disengagement in our interactions.
Staff can enhance their efficiency by maximizing results based on the effort they put in. It is important to manage time wisely and prioritize tasks to minimize daily distractions. Effectively utilizing resources, including technology, can lead to improved interactions and optimized processes. Additionally, striving for continuous improvement will help eliminate inefficiencies.

- Tooele: Teona – She consistently goes above and beyond for her clients and collaborates effectively with other staff members. We frequently receive praise from client guardians regarding her work. She is a valuable asset to our team and is highly appreciated by everyone.
- Support Living: Terry-Consistently works to enhance the goals of those he serves. All of his clients, along with their natural support, have reported significant improvement in attendance and motivation to work on their goals while teaming up with him. He receives high praise from both the individuals he serves and their support networks. Terry demonstrates excellent time management skills and thinks of productive ideas to increase meaningful activities affiliated with individualized goals.
- Employment: Amanda – Strives to help her clients with skills to improve chances of employment. She works hard to communicate with potential employers allowing more opportunities for interviews with her clientele. She is easy going and keeps her clients motivated to work hard in obtaining employment.
- Management: Teresa has changed the dynamic in Tooele, improving overall morale—not just with her staff, but also with our individuals, their guardians, natural supports, and support coordinators. She is constantly receiving remarkable comments and praise for her helpfulness, sincerity, and compassion. Thank you, Teresa, for the positive impact you bring to everyone around you!

- Salt Lake: Kelly has gone above and beyond to create an organized space for maintenance and vehicle care. He is always willing to help wherever he’s needed. The individuals on his transportation route love and appreciate him for his support and reliability. Thank you, Kelly, for your hard work and dedication—you truly make a difference!
- Tooele: Chris – He is a huge advocate for independence for our clients and works to assist them in working on their goals. He goes above and beyond with each of the clients and pairs well with his peers. He is always working to help others and is an asset to our team.
- Support Living: David – works diligently to connect with his supported living clients. He aims to help them improve, understand their goals, and implement those based on their desires.
- Employment: Michael – Implements strategies to help clients enhance their work skills, develop strong relationships within their team, aids with schedule changes, strategies to help improve support of the clients, and strives to keep a positive attitude at all times.
- Management: Korina goes above and beyond every day, taking on challenges with an upbeat attitude and positivity. She stays on top of her duties as both a Lead and an Assistant, showing dedication and reliability in everything she does. Thank you, Korina, for your hard work and positive spirit—you truly make a difference!
